Idaho’s Client Assistance Program, commonly called CAP, is operated through Disability Rights Idaho.
CAP provides information, advice, and advocacy to help people with disabilities understand their rights and obtain services from disability rehabilitation and independent-living programs.
CAP is separate from the agencies whose services it helps consumers navigate.

Who They Serve
CAP serves people with disabilities who are applying for or receiving services from qualifying vocational rehabilitation, blindness, Tribal VR, and independent-living programs.
Someone receiving vocational rehabilitation or blindness services may sometimes disagree with a decision, experience difficulty communicating with a counselor, have questions about their rights, or believe they have been wrongly denied services.
CAP provides an independent source of information and advocacy and can help consumers understand and exercise their rights within these programs.
