The Hawaii Disability Rights Center, commonly called HDRC, is Hawaii’s federally designated Protection and Advocacy System for people with disabilities.
HDRC works to protect and promote the human, civil, and legal rights of Hawaii residents with disabilities through information, education, outreach, and advocacy.
The organization establishes service priorities because it does not have the resources to provide individual legal advocacy for every disability-related issue.

Who They Serve
HDRC serves people with disabilities throughout Hawaii.
Whether HDRC can provide direct advocacy in an individual case depends on the issue, applicable Protection and Advocacy program, current service priorities, and available resources.
Information and referral may be available when direct representation cannot be provided.
People with disabilities sometimes need an independent organization to help them understand or protect their rights.
HDRC is separate from the state agencies providing many disability services and can provide information or advocacy concerning disability discrimination, accessibility, employment, community integration, and other disability-rights issues.
